    MINISTERS OF THE SIX-NATION EUROPEAN COAL AND STEEL COMMUNITY MET IN LUXEMBOURG TODAY (MONDAY). THEY DECIDED TO SET UP A SPECIAL COMMITTEE TO STUDY THE CRISIS CAUSED BY OVER-PRODUCTION OF COAL IN MEMBER COUNTRIES. THE MINISTERS ALSO AUTHORISED A LOAN OF 750 MILLION BELGIAN FRANCES (ABOUT 12 MILLION U.S. DOLLARS) TO BELGIUM TO FINANCE NEW INDUSTRIES IN AREAS WHERE MINERS HAVE LOST JOBS THROUGH EXTENSIVE MINE CLOSURES.

    THE NEW INTER-GOVERNMENTAL COMMITTEE HAS BEEN CHARGED WITH MAKING A DETAILED ANALYSIS OF THE COAL INDUSTRY IN THE COUNTRIES CONCERNED AND PROPOSING EFFECTIVE MEASURES FOR ENDING THE CRISIS. THE COMMUNITY LAST YEAR REDUCED PRODUCTION BY FIVE PER CENT, BUT IS FACED WITH A 10 MILLION TON SURPLUS IN 1966 DESPITE FURTHER MINE CLOSURES. SIGNOR DINO DEL BO, PRESIDENT OF THE COAL AND STEEL POOL'S HIGH AUTHORITY, TOLD THE MEETING THAT ISOLATED MEASURES, WHETHER IN THE FORM OF SUBSIDIES, WORKLESS DAYS OR IMPORT RESTRICTIONS HAD PROVED INSUFFICIENT.

    THE MINISTERS WERE TOLD THAT IN 1970 ONLY ABOUT 170 MILLION TONS OF COMMUNITY COAL COULD FIND A MARKET. CURRENT PRODUCTION IN MEMBERS COUNTRIES WAS MORE THAN 200 MILLION TONS. THE COMMITTEE FORMED HAS BEEN ASKED TO REPORT BACK IN TWO MONTHS TIME.
