    SWISS PRESIDENT WILLY SPUEHLER SAID THIS WEEK THAT ARMS WORTH TENS OF MILLIONS OF SWISS FRANCS HAD BEEN EXPORTED ILLEGALLY AND THAT THE GOVERNMENT WAS EXAMINING WHETHER THE ARMS INDUSTRY SHOULD BE NATIONALISED.

    MR SPUEHLER, WHO IS ALSO THE FOREIGN MINISTER, TOLD PARLIAMENT THAT A COMMISSION WAS BEING SET UP TO REVIEW THE ENTIRE ARMS SYSTEM.

    THE CRISIS FOLLOWS THE DISCOVERY OF SWISS ARMS IN WAR-TORN NIGERIA AND SWISS NEWSPAPER ALLEGATIONS THAT THE GOVERNMENT KNEW OVER A YEAR AGO THAT GUNS WERE BEING ILLEGALLY SHIPPED INTO NIGERIA, BUT TOOK NO ACTION UNTIL A MONTH AGO.

    THE GUNS COME FROM SWITZERLAND'S LARGEST ARMS FIRM OERKIKON-BUEHRLE. MR SPUEHLER SAID IT HAD ONLY RECENTLY BEEN ESTABLISHED WHETHER OR NOT THE GUNS HAD BEEN EXPORTED DIRECTLY BY THIS FIRM, OR THROUGH ANOTHER COUNTRY.

    THREE SENIOR EXECUTIVES OF OERKIKON-BUEHRLE WERE HELD IN INVESTIGATORY CUSTODY LAST MONTH IN CONNECTION WITH ALLEGED FORGING OF DOCUMENTS FOR ILLEGAL ARMS SHIPMENTS. TWO HAVE SINCE BEEN RELEASED.

    MR SPUEHLER SAID THAT NO NEW EXPORT PERMITS WOULD BE GRANTED TO THE FIRM WHILE THE INVESTIGATIONS WERE CONTINUING.

    (IT IS THE SWISS GOVERNMENT POLICY NOT TO EXPORT ARMS TO ANY COUNTRY THAT IS AT WAR OR IN A STATE OF TENSION THAT COULD LEAD TO WAR.)
