    Background: INTRODUCTION In Libya, a crowd of 200,000 people rallied to demonstrate enthusiastic support for head of state Colonel Muammar Gaddafi and his recent changes in government. His new administration is called "The General People's Committee".

    SYNOPSIS: The rally followed the introduction of the restructured government earlier this month. Colonel Gaddafi said the reshuffle provided "people's power". The move abolishes the Revolutionary Command Council which has ruled the country since the 1969 coup ousting King Idris. the new General People's Committee's headed by a five-member General Secretariat, and a new Prime Minister.

    Colonel Gaddafi arrived at the rally with other members of the Secretariat. He has long advocated direct rule by his two million countrymen, and the new legislation appears to be a step in this direction.

    The inaugural resolution of the new People's Committee said the Koran would form the basis for law and legislation. The committee also reaffirmed the full-scale power for the people and declare dedication to freedom.

    At the rally, Colonel Gaddafi said the people have undoubtedly become the leader of mankind for their pioneering role in the "emergence of the age of the masses and the ending of the age of conventional republics". He said that in the past seven years Libyans had achieved what other nations would take tens or even hundreds of years to complete.
