    The Arab oil embargo against the Netherlands has placed a strain on the West German port of Hamburg -- the biggest seaport in western Europe.

    Oil tankers carrying Arab oil have been off-loading their cargoes at Hamburg -- rather than at the major Dutch oil port of Rotterdam -- and docking space near Hamburg's refineries has become cramped.

    A Port authority official said on Tuesday (January 8) the massive influx of oil had filled the storage tanks at all Hamburg's major refineries. He said there was no more space for oil tankers because there were simply no empty storage tanks left.
