    On the second day of his four day State visit to Britain, Zaire President Mobutu Sese Seko had 90 minutes of talks with Prime Minister Edward Heath at his official London residence, 10 Downing Street.

    The talks were believed to have centred on trade and investment and President Mobutu is reported to have pressed for further British investment in Zaire. A British development loan of one million sterling (2.3 million U.S. dollars) is understood to be agreed in principle.

    At a lunch given in his honour by the Chamber of Commerce and Industry, President Mobutu gave guarantees to foreign investors in his country. He made the distinction between what he called neocolonialist and legitimate interests. To the latter he said "The door of Zaire is wide open."
    Explaining a recent speech in which he announced "the Zairisation" of foreign plantations he said: "We do not and will never intend to follow a policy of nationalisation."
    Britain investments in Zaire are estimated at 25 million sterling (57 million US dollars) and British companies were reported to be unclear about their future in Zaire after the takeover of some remaining Belgian interests in the country was announced.

    President Mobutu also discussed the problem of British investment in Zaire with the Minister of Trade and Consumer Affairs, Sir Geoffrey Howe.

    On Wednesday evening the Zaire leader and Madame Mobutu attended a banquet given in their honour in the Guildhall, London, by the Lord Mayor.
