    QUESTION: "MR. MURUMBI, AS LEADER OF THE KENYA DELEGATION, CAN YOU EXPLAIN WHAT IS HAPPENING HERE EXACTLY?"



    ANSWER; "THIS IS A CONFERENCE WHICH HAS BEEN CALLED BY SEVERAL MEMBER STATES OF THE ORGANISATION OF AFRICAN UNITY TO FIND A SOLUTION TO THE CONGOLESE PROBLEM. AS YOU KNOW, THE CONGO GOT ITS INDEPENDENCE FOUR YEARS AGO, AND IT'S NEVER HAD PEACE SINCE THEN. THE COUNTRY IS TORN BY STRIFE AND HATRED AND THE AFRICAN STATES FEEL IT HAS COME TO A POINT NOW THAT THEY HAVE TO INTERVENE, AND THIS IS THE PURPOSE OF THIS CONFERENCE."



    QUESTION: "WHAT ARE YOUR VIEWS ON THE WHITE MERCENARIES THAT MR. TSHOMBE CALLED?"



    ANSWER: "WELL WE FEEL THAT WHITE MERCENARIES SHOULD GET OUT. WE FEEL THERE SHOULD BE A CEASEFIRE AND WE FEEL THAT ALL THE POLITICAL PARTIES INVOLVED TOGETHER WITH THE GOVERNMENT SHOULD COME TOGETHER TO A CONFERENCE ORGANISED BY THE ORGANIZATION OF AFRICAN UNITY SO THAT WE CAN DISCUSS THE PROBLEM AND FIND A SOLUTION TO IT."



    QUESTION: "CAN YOU ENVISAGE, AFRICAN ARMED INTERVENTION IN THE CONGO?"



    ANSWER: "NO, I DON'T THINK .... WE CANNOT INTERVENE MILITARILY IN THE CONGO AT THE MOMENT. A GOVERNMENT HAS BEEN ESTABLISHED AND WE HAVE GOT TO WORK WITH THAT GOVERNMENT AND TRY TO CONSIDER BRINGING THE DISSIDENT ELEMENTS TO COOPERATE WITH THE EXISTING GOVERNMENT SO THAT THERE IS PEACE. WE HOPE THAT WE MAY BE ABLE TO EVEN SUGGEST TO THE CONGOLESE PEOPLE THAT THEY HAVE FRESH ELECTIONS AND HAVE A POPULAR REPRESENTATIVE GOVERNMENT."

    THE CONGOLESE PRIME MINISTER, MR. TSHOMBE, SAID LATER: "THE ATMOSPHERE IS ALWAYS GOOD FOR WE ARE TRYING TO REACH A SOLUTION", AN ARAB DELEGATE SAID ALL THE SPEECHES HAD BEEN CONCILIATORY IN THE GENUINE DESIRE TO FIND A HAPPY SOLUTION.

    MR. TSHOMBE, WHO CLAIMS THAT COUNTRIES BORDERING THE CONGO ARE AIDING THE CONGOLESE REBELS, YESTERDAY AGREED TO A PROPOSAL FOR AN ALL-AFRICAN PEACE-KEEPING FORCE IN THE CONGO, AND THE SUBSEQUENT REMOVAL OF WHITE MERCENARIES.

    A REBEL BROADCAST MONITORED IN LEOPOLDVILLE TODAY SAID THAT THE REBELS HOLDING STANLEYVILLE, THE CONGO'S THIRD LARGEST CITY, HAVE DECLARED THE FORMATION OF "THE PEOPLE'S REPUBLIC OF THE CONGO."
    THE ADDIS ABABA DISCUSSIONS ON THE CONGO, IN WHICH THIRTY-THREE AFRICAN STATES ARE REPRESENTED, BEGAN SOON AFTER THE OPENING OF THE CONFERENCE YESTERDAY BY EMPEROR HAILE SELASSIE OF ETHIOPIA.

    CEREMONIES INCLUDED THE SWEARING IN OF THE NEW ADMINISTRATIVE SECRETARY GENERAL OF THE ORGANISATION OF AFRICAN UNITY, MR. DIALLO TELLI, FROM GUINEA.

    IN HIS SPEECH, THE SECRETARY GENERAL CALLED FOR A UNITED AFRICA TO CONSOLIDATE INDEPENDENCE AND PLAY A CONSTRUCTIVE ROLE FOR THE CAUSE OF PEACE.

    HE SAID: "THE FUTURE OF AFRICA DEPENDS ON THE SPEED WITH WHICH WE CAN FORGE OUR UNITY OF ACTION AND PHILOSOPHY TO FULFIL OUR COMMON DESTINY."
    THE SECRETARY GENERAL SAID MANY OBSTACLES STILL REMAINED IN THE PATH OF AFRICAN UNITY AND PROGRESS.

    AMONG THE MOST SERIOUS OF THESE WEE PORTUGUESE COLONIALISM, THE APARTHEID POLICY OF SOUTH AFRICA, AND THE DOMINATION BY WHITE SETTLERS IN SOUTHERN RHODESIA.

    MR. DIALLO TELLI PLEDGED TO THE FOREIGN MINISTERS: "I SHALL SPARE NO EFFORT TO CO-ORDINATE THE POLICIES AND ENDEAVOURS OF THE INDEPENDENT AFRICAN STATES TO ELIMINATE THESE EVILS WHICH STILL AFFLICT A LARGE PART OF OUR CONTINENT."
    THE FOREIGN MINISTERS THEN WENT ON TO DISCUSS THE CONGO. LATER, A VISNEWS INTERVIEWER ASKED THE LEADER OF THE KENYA DELEGATION, MR. MURUMBI ABOUT THE SIGNIFICANCE OF THE CONFERENCE.
