    IN A NEWS CONFERENCE IN WASHINGTON, YESTERDAY (WEDNESDAY). GOVERNOR RONALD REAGAN OF CALIFORNIA TOLD REPORTERS THAT HE WILL NOT BE A CANDIDATE FOR THE PRESIDENCY IN 1968. HE WAS COMMENTING ON A RECENT PUBLIC OPINION POLL, IN WHICH HE IS SHOWN TO BE TRAILING WELL BEHIND PRESIDENT JOHNSON. GOVERNOR REAGAN SAID THE POLL WAS INVESTIGATING HIS POPULARITY IN A RACE FOR WHICH HE WAS NOT A CANDIDATE AND BID NOT REFER TO HIS STANDING AS GOVERNOR OF CALIFORNIA.

    ASKED WHETHER THE CONSERVATIVE WING OF THE REPUBLICAN PARTY WOULD ACCEPT GOVERNOR ROCKEFELLER'S NOMINATION FOR THE CANDIDACY, GOVERNOR REAGAN SAID THE PARTY WOULD BE UNITED IN SUPPORTING THE REPUBLICAN NOMINEE, WHOEVER HE MIGHT BE.

    GOVERNOR REAGAN WAS IN WASHINGTON FOR A STOP-OVER CONFERENCE WITH REPUBLICANS IN CONGRESS, BEFORE FLYING TO NEW YORK TO ADDRESS THE ECONOMIC CLUB OF NEW YORK.

    MR REAGAN ANTICIPATED PRESIDENT JOHNSON'S "STATE OF THE UNION" MESSAGE, WHICH WAS DELIVERED A FEW HOURS LATER, AND SAID HE BELIEVED THE STATE OF THE UNION WAS SUCH THAT THERE SHOULD BE A CHANGE IN WASHINGTON. "THE TIME HAS COME FOR THE PEOPLE TO REGAIN THEIR CAPACITY FOR ANGER", HE SAID.

    THE PRESS CONFERENCE WAS HELD IN THE HOUSE ARMED SERVICES COMMITTEE HEARING ROOM, AND ATTRACTED A LARGE CROWD OF REPORTERS.
