    THE COLD WEATHER STARTED ON DECEMBER 22 AND SINCE THEN THE TEMPERATURE HAS RARELY RISEN ABOVE FREEZING POINT. THE CONTINUED COLD SPELL - UNUSUALLY LONG FOR BRITAIN - HAS LED TO POWER SUPPLIES BREAKING DOWN, AND WIDESPREAD DISLOCATION OF SERVICES.

    BRITAIN'S EXTENSIVE CANAL SYSTEM AND MANY OF ITS RIVERS ARE COMPLETELY ICED OVER AND CLOSED TO TRAFFIC. EVEN THE RIVER THAMES HAS BEEN COVERED BY A THICK LAYER OF ICE AT SUCH POINTS AS MAIDENHEAD, MARLOW AND WINDSOR, WHICH ARE UPSTREAM FROM LONDON.

    DUCKS AND SWANS HAVE BEEN FACED WITH STARVATION EXCEPT FOR THE EFFORTS OF SOME PEOPLE. IN MANY PARTS, LOCAL PEOPLE HAVE DESCRIBED CONDITIONS ON THE RIVER AS THE WORST IN MORE THAN FIFTY YEARS. AT WINDSOR, THE RIVER HAS FROZEN SO HARD THAT PEOPLE ARE TAKING A SHORT CUT ACROSS TO ETON.

    IN THE NORTH OF ENGLAND, ICE FLOES PRESENTED A DANGER TO SHIPPING IN THE RIVER HUMBER, WHICH SERVES THE IMPORTANT EAST COAST PORT OF HULL. THE CONDITIONS HAVE SERIOUSLY HAMPERED THE TRANSPORT OF COAL AND OTHER SUPPLIES WHICH LED TO THE CRITICAL POSITION ON THURSDAY AND FRIDAY, WHEN MUCH OF ENGLAND FACED POWER AND GAS CUTS.
