    In Khartoum there have been some heated exchanges as delegates to the fifteenth summit of the Organisation of African Unity debate issues affecting the continent. In one dispute, President Omar Bongo of Gabon sprang to his feet an thumped his desk in protest against a claim by Benin's President Mathieu Kerekou that Gabon had been involved in a mercenary??? incursion into his country in 1976. In this incident and in others, delegates have at times shouted their opinions on issues mainly concerning the territorial integrity and sovereignty of African states.

    SYNOPSIS: The thirty heads of the state and four heads of government attending the conference were to face some vigorous debate.

    As a result Secretary-General Mbamoua has had a challenging role. One of the most pressing problems facing the delegates as they assembled is the presence of foreign military forces in Africa. Even before the main conference, a 12-day ministerial meeting repeatedly saw heated exchanges between delegations wanting to condemn either France or Cuba for military incursions into Africa. But many of the statesmen present are confident of steady progress towards reducing their differences.

    There is optimism about the southern African situation and while delegates agree states should be free to enlist external aid, Nigeria's President Olusegun Obasanjo warned that the Soviet Union and others should not overstay their welcome.
