    NEARLY FOUR MILLION PEOPLE TURNED OUT TO VOTE IN THE ELECTIONS YESTERDAY (SUNDAY) FOR A CONSTITUENT ASSEMBLY IN SOUTH VIETNAM, DESPITE OPPOSITION FROM THE BUDDHISTS AND VIET CONG THREATS OF VIOLENCE.

    THE MILITARY GOVERNMENT OF MARSHAL KY HAILED THE HIGH TURNOUT AT THE POLLING STATIONS AS A MAJOR VICTORY OVER THE VIET CONG, WHO HAD THREATENED TO WRECK THE ELECTION. BUT THE NORTH VIETNAM NEWS AGENCY SAID THE ELECTIONS WERE CONDUCTED IN AN ATMOSPHERE OF BRUTAL PERSECUTION IN WHICH, IT CLAIMED, POLICE AND SOLDIERS FORCED PEOPLE FROM THEIR HOMES TO VOTE.

    REPORTS FROM THE WHOLE OF SOUTH VIETNAM SHOWED THAT NINETEEN PEOPLE WERE KILLED AND ONE HUNDRED AND TWENTY WOUNDED IN VIET CONG ATTEMPTS TO SABOTAGE THE ELECTIONS. IN SAIGON, THERE WERE SEVERAL HAND GRENADE ATTACKS ON POLLING STATIONS.

    THE BUDDHISTS HAD ALSO OPPOSED THE ELECTIONS, CLAIMING THAT THEY WERE RIGGED BY THE GOVERNMENT. AS VOTING WENT AHEAD, NUNS AND MONKS STAGED A PROTEST MARCH IN A SAIGON STREET, BUT DISPERSED WHEN POLICE FIRED INTO THE AIR.

    THE VOTERS ONE HUNDRED AND SEVENTEEN CANDIDATES TO SIT IN A CONSTITUENT ASSEMBLY. THE ASSEMBLY WILL HAVE NO POWER OTHER THAN TO DRAFT A DEMOCRATIC CONSTITUTION. UNTIL THEY HAVE SUBMITTED THEIR PLANS TO MARSHAL KY, HIS JUNTA WILL REMAIN IN POWER.
