    ALEXEI NIKOLAYEVICH KOSYGIN HAS BEEN CHAIRMAN OF THE COUNCIL OF MINISTERS, OR PRIME MINISTER, OF THE SOVIET UNION SINCE OCTOBER 1964. HE SUCCEEDED TO ONE OF THE POSTS FORMERLY HELD BY MR KHRUSHCHEV; THE OTHER, FIRST SECRETARY (NOW GENERAL SECRETARY) OF THE SOVIET COMMUNIST PARTY IS HELD BY MR LEONID BREZHNEV.

    MR KOSYGIN WAS BORN IN LENINGRAD ON FEBRUARY 21ST, 1904. HE VOLUNTEERED FOR THE RED ARMY IN 1919, AT THE AGE OF 15, AND FOUGHT IN THE CIVIL WAR; THEN WORKED FOR ABOUT TEN YEARS IN SIBERIA. IN 1935 HE RETURNED TO LENINGRAD TO STUDY TEXTILE ENGINEERING, BECAME A FACTORY DIRECTOR. AND IN 1938, MAYOR OF THE CITY.

    THE FOLLOWING YEAR HE ENTERED THE GOVERNMENT AS MINISTER FOR TEXTILES. IN THE 1940s AND '50s HE HELD SEVERAL MINISTERIAL POSTS CONNECTED WITH INDUSTRY AND FINANCE, AND BECAME DEPUTY CHAIRMAN AND THEN CHAIRMAN OF THE STATE PLANNING COMMISSION. HE HAS BEEN ASSOCIATED WITH THE DRIVE TO MODERNISE THE STRUCTURE OF SOVIET INDUSTRY AND PROVIDE NEW INCENTIVES FOR MANAGEMENT AND WORKERS.

    IN 1960, HE WAS APPOINTED FIRST DEPUTY PRIME MINISTER. HE HAS RECEIVED THE SOVIET UNION'S TWO TOP CIVIL AWARDS: THE ORDER OF LENIN AND HERO OF SOCIALIST LABOUR.
