    FRANCE AND WEST GERMANY YESTERDAY SIGNED AN AGREEMENT FOR THE JOINT DEVELOPMENT OF A EUROPEAN AIRBUS ON THE EVE OF THE OFFICIAL OPENING OF THE 28TH PARIS INTERNATIONAL AIR SHOW. BRITAIN'S REJECTION OF THE PLAN WAS MADE COMPLETE BY HER NON-APPEARANCE AT THE SIGNING CEREMONY.

    YESTERDAY'S SIGNING FOLLOWED SIX WEEKS OF TALKS BETWEEN THE FRENCH AND WEST GERMAN GOVERNMENTS WHICH FOLLOWED BRITAIN'S ANNOUNCEMENT THAT SHE WAS WITHDRAWING FROM THE PROJECT. THE AGREEMENT WAS SIGNED FOR FRANCE BY TRANSPORT MINISTER JEAN CHAMANT AND FOR WEST GERMANY BY ECONOMICS MINISTER KARL SCHILLER.

    THE CEREMONY TOOK PLACE IN A MODEL OF THE NOSE OF THE PROPOSED AIRBUS WHICH IS ON VIEW AT THE SHOW, AND WHICH STILL DISPLAYS THREE NATIONAL EMBLEMS ON ITS SIDE -- THOSE OF FRANCE, WEST GERMANY AND ALSO OF THE UNITED KINGDOM.
