    SAIGON AIRPORT WAS CLOSELY GUARDED YESTERDAY (SATURDAY) AS AMERICAN AND SOUTH VIETNAMESE OFFICIALS WAITED FOR THE ARRIVAL OF UNITED STATES SECRETARY OF STATE, MR. DEAN RUSK. THE OFFICIALS WERE THE AMERICAN AMBASSADOR, MR. HENRY CABOT LODGE, GENERAL WILLIAM WESTMORELAND, UNITED STATES MILITARY COMMANDER IN VIETNAM AND DR. TRAN CAN DO, THE VIETNAMESE FOREIGN MINISTER.

    MR. RUSK FLEW IN FROM BANGKOK TO DISCUSS COMMON PROBLEMS AND PURPOSES WITH AMERICAN AND VIETNAMESE OFFICIALS. HE WAS ACCOMPANIED BY MR. AVERELL HARRIMAN, PRESIDENT JOHNSON'S AMBASSADOR-AT-LARGE. SPEAKING TO NEWSMEN, MR. RUSK SAID: "WE ARE IN A COMMON EFFORT IN SAIGON TO ASSURE THE SAFETY AND THE FREEDOM AND THE PROSPERITY OF SOUTH VIETNAM. WE ARE DETERMINED TO DO EVERYTHING WITHIN OUR POWER TO ENSURE THAT RESULT."
    LATER MR. RUSK, TOGETHER WITH MR. HARRIMAN AND AMBASSADOR LODGE, CONFERRED FOR ABOUT AN HOUR WITH THE SOUTH VIETNAMESE PRIME MINISTER, AIR VICE MARSHAL NGUYEN CAO KY. THE TALKS WERE SAID TO HAVE BEEN VERY INTERESTING. BUT OFFICIALS DECLINED TO SAY WHAT GROUND THEY HAD COVERED.
