    Poland's Communist Party has re-elected former miner Mr. Edward Gierek for another five years as First Secretary and has ousted a Politburo member who was once considered their apparent to the top job.

    The moves came as the Seventh Party Congress ended in Warsaw on Friday (12 December).

    Four new men were brought into the top Politburo, all in their forties or early fifties. This has created one of the youngest party leaderships in Eastern Europe.

    Franciszek Szlachcic, former Security Minister and member of the Party's partisan faction, was dropped from all positions of authority.

    His removal severed the last major link between the Polish leadership and the partisan group which made a bid for supreme power in the late 1960's.

    Mr. Gierek, who is 62, has spent 22 years as a miner, agitator and underground organiser in France and Belgium.

    He left his job as boss of the Silesian coal belt to take general command of the Party after Poland's food and wage riots in 1970.

    As the Congress came to a close, the First Secretary appealed to the nation to work harder and to avoid complacency over past achievements.
