    Uganda, East Africa, bordering the Congo with its post-independence problems, was chosen for this year's meeting of the General Council of the Commonwealth Parliamentary Association, which opened in the capital, Kampala, Sept 13. Parliamentarians from countries throughout the Commonwealth have come to Kampals for the 3- 4-day meeting, an annual event which is being held in Uganda for the first time this year. An opening speech, read on behalf of Uganda's Governor Sir Frederick Crawford, who was absent because of his wife's death, stressed the British Government's intention of leading Uganda peacefully to "self-government on Parliamentary lines within the Commonwealth".

    Symbolising Uganda's progress, said the speaker, was the new Legislative Council building in Kampala, which is to be opened by Colonial Secretary Iain Macleod Sept 19. One of the delegates represented the Ghana Republic. He said Ghana would give Uganda all the technical aid she could.

    Uganda is now preparing for its first common roll elections, to be held in February, and talks are being held in London on the demands of the Uganda Province of Buganda for increased autonomy.
