    Crown Prince Fahd ibn Abdulaziz, the First Deputy Prime Minister of Saudi Arabia, arrived in the United States on Monday (23 May) for talks with President Jimmy Carter about possible Middle East peace solution.

    Mr. Powell's statement was the first time the White House had spoken of recognised boundaries for the Palestinians although mr. Carter had previously called for a Palestinian homeland. Mr. Powell said that Prince Fahd has not asked the President to put any pressure on Israel for concessions, and there was no discussion of any threat of another Arab oil embargo unless Israel agreed to acceptable terms for a settlement.

    SYNOPSIS: The Crown Prince went to the White House in Washington the following day (24 May) for an official welcome from President Carter. He arrived fresh from a three power summit in Riyadh, the Saudi capital, attended by his brother King Khaled, and Presidents Anwar Sadat of Egypt and Hafez al-Assad if Syria.

    President Carter had said in a major foreign policy speech on Sunday (22 May) that this might be the most propitious time for a genuine settlement since the beginning of the Arab-Israeli conflict. He said to let this opportunity pass could mean disaster for both the Middle East and international political and economic order.

    Crown Prince Fahd is expected to relay to Mr. Carter the three Arab leaders' reactions to the recent change of government in Israel. He was warmly welcomed by the President.

    Prince Fahd said he was imbued with optimism over the Arab-Israeli conflict thanks to Mr. Carter's express views on the Palestinians. The Saudis wanted nothing more for the Middle East than peace and stability since they realised the problems of war.

    After the welcoming ceremony, the two men left for a series of private talks. White House spokesman, Mr. Jody Powell, said later that they had discussed a process for creating a Palestinian homeland with recognised boundaries alongside a secure Israel. Prince Fahd also said later he hoped the talks would enhance Middle East peace prospects and clarify the justice of Arab demands.
