Background: At a colourful parade on Thursday (21 October) marking the second anniversary of the Somalian revolution, President Barre was joined by four African Heads of State. The day-long celebrations were attended by Emperor Haile Selassie of Ethiopia and the Presidents of Sudan, Congo People's Republic and Tanzania--Jaffar El Nimeiry, Marien Ngouabi and Julius Nyerere. Delegations from about thirty nations, including the Soviet Union and the People's Republic of China arrived for the festivities celebrating the two-year rule of General barre's Supreme Revolutionary Council. The new regime, established after the overthrow of civilian parliamentary government, is committed to socialist policies and is currently engaged in a comprehensive three-year plan covering major projects such as roads and rural development.
