    As diplomats of the United States in Cairo discuss ways of opening the Suez Canal in an effort to resolve the deadlocked Middle East crisis, exchanges of Arab civilians across the Suez Canal are going ahead under the aegis of the International Red Cross. Last Wednesday, another 98 civilians returned to their homes which they left during the 1967 June war. Nineteen went back to the Gaza strip, the others returned in the opposite direction. Meanwhile, the canal remains the main issue on the diplomatic front.
