    TWO MAJOR ISSUES FACED THE FOREIGN MINISTERS WHEN THEY MET IN PARIS TODAY (FRIDAY) FOR A 17-NATION COUNCIL OF EUROPE MEETING. THESE WERE AND EXAMINATION INTO THE VARIOUS ASPECTS OR EUROPEAN ECONOMIC INTEGRATION, AND FUTURE RELATIONS WITH THE UNITED STATES OF AMERICA.

    DR. JOSEPH LUNS, DUTCH FOREIGN MINISTER WHO IS PRESIDING OVER THE SESSION, TOLD REPORTERS AT THE CHATEAU DE LA MUETTE THAT THE COMMITTEE DECLARED ITSELF READY TO MOVE TOWARDS A COMPREHENSIVE PARTNERSHIP WITH THE U.S. ENVISAGING INCREASING TRANSATLANTIC ECONOMIC, POLITICAL AND MILITARY COOPERATION.

    BRITAIN'S MR. BUTLER CONDEMNED FRANCE'S EUROPEAN POLICIES. WITHOUT REFERRING; TO THE PRESIDENT BY NAME, MR. BUTLER SAID THAT HIS COUNTRY WANTED TO SEE A UNITED EUROPE WHICH WOULD NOT BE INWARD-LOOKING BUT CONSCIOUS OF ITS RESPONSIBILITIES AND READY TO ACT AS A FULL PARTNER OF THE U.S.

    HE ALSO EMPHASISED THE IMPORTANT OF TARIFF-CUTTING NEGOTIATION WITH AMERICA AND OTHER COUNTRIES. BUT THIS MATTER, AS WELL AS OTHERS, WERE NOT WELCOMED BY FRENCH DELEGATES. M. COUVE DE MURVILLE WAS AN HOUR LATE FOR THE MEETING, MISSING MOST THE BRITISH FOREIGN SECRETARY'S SPEECH.
