    MOVES TO PREVENT STUDENT UNREST AT SENGALESE UNIVERSITIES WERE ANNOUNCES IN DAKAR ON SATURDAY BY PRESIDENT LEOPOLD SENGHOR, WHO ADDRESSED A MEETING OF THE NATIONAL COUNCIL OF THE RULING SENEGALESE PROGRESSIST UNION (UPS).

    AMONG THE MOVES ANNOUNCED WAS THE CONTINUED CLOSURE -- FOR AT LEAST A YEAR - OF THE FACILITIES OF LETTERS, LAW AND SCIENCE AT DAKAR UNIVERSITY AND A BAR ON ALL FOREIGN STUDENTS UNLESS APPROVED IN WRITING BY THEIR GOVERNMENTS.

    THE UNIVERSITY OF DAKAR WAS CLOSED IN MAY, AFTER DISTURBANCES IN WHICH STUDENTS OCCUPIED THE BUILDINGS IN PROTEST AGAINST GOVERNMENT CUTS IN THEIR GRANTS. A FEW DAYS LATER, THE SENGALESE GOVERNMENT ORDERED ALL FOREIGN STUDENTS TO GO HOME.

    PRESIDENT SENGHOR, ANNOUNCING THAT SOME OF THE FACILITIES WILL REMAIN CLOSED, ADDED THAT THE UNIVERSITY'S RESEARCH INSTITUTES AND PROFESSIONAL TRAINING SCHOOLS WILL REMAIN OPEN.

    BUT HE SAID THAT THE FUNDAMENTAL FREEDOM OF STUDENTS WILL BE MAINTAINED. HE SAID THEY HAD THE RIGHT TO STRIKE, BUT NOT TO OCCUPY THE FACILITIES.

    THE PURPOSE OF REQUIRING FOREIGN STUDENTS TO PRESENT WRITTEN APPROVAL FROM THEIR GOVERNMENTS, HE SAID, WAS TO PREVENT THE UNIVERSITY FROM BECOMING A FOCUS OF SUBVERSION AGAINST BROTHER COUNTRIES.
