    The Ninth Congress of the League of Communists of Yugoslavia, which started yesterday on the occasion of the fiftieth anniversary of the League, has continued today with its first working session.

    In his introductory speech at the session President of the League of Communists of Yugoslavia, Josip Broz Tito, emphasised that the efforts of the two big powers to avoid mutual confrontations are positive, but that their agreements cannot be carried out at the expence of smaller nations. Socialist Yugoslavia has always been against the policy of positions of force in solving international conflicts, regardless what might be the reasons for such a policy, said President Tito. He further expressed the hope that the new conference of non-aligned countries and countries active in the policy of peaceful coexistence may do a lot for the decrease of tensions in international relations.

    Speaking about the international workers movement, the President said that the League of Communists of Yugoslavia cannot agree with actions aiming at the formation of a new international centre, which would stop the revolutionary development and hinder the creative initiative of some communist parties and progressive movements.

    Speaking of internal problems, President Tito stressed the vitality of selfmanagement and economic reform, shown in the efficient struggle against economic unstability, against inflation and the raise of prices.

    Finally, the President spoke of the idea of forming an Executive Bureau of the Central Committee which would ensure more efficient leadership in the field of internal development.
