    IT IS FELT BY THE COFFEE PRODUCING NATIONS THAT THE DISPUTE COULD DISRUPT THE INTERNATIONAL AGREEMENT BY WHICH COFFEE IN SOLD. THIS THREAT WAS UPPERMOST IN THE MINDS OF DELEGATES FROM 65 COFFEE-PRODUCING AND CONSUMING NATIONS WHO GATHERED IN LONDON TO TRY TO ELIMINATE OBSTACLES NOW BLOCKING RENEWAL OF THE WORLD PACT. THE PRESENT AGREEMENT EXPIRES IN SEPTEMBER.

    WHEN THEY LAST MET IN DECEMBER THEY WERE UNABLE TO SETTLE THE DISPUTE OVER SOLUBLE, OR INSTANT, COFFEE. OTHERS DIFFERENCES ALSO NEED SETTLING.

    BRAZIL CLAIMS THAT NO EXPORT DUTY SHOULD BE PAYABLE ON EXPORTS OF SOLUBLE COFFEE TO AMERICAN PROCESSORS, GIVING HER PRODUCT A PRICE ADVANTAGE COMPARED WITH PROCESSORS IN THE UNITED STATES WHO HAVE PAID EXPORT DUTY ON THE GREEN COFFEE THEY USE.

    THE AMERICANS WANT A CLAUSE IN THE NEW AGREEMENT TO MAKE SOME TAX PAYABLE, EVEN IF A LOWER RATE THAN THAT FOR GREEN COFFEE.

    THE BRAZILIANS, HOWEVER, ARGUE THAT THE ISSUE IS NOT ONE FOR DEBATE AT THE INTERNATIONAL COFFEE CONFERENCE, BUT FOR BILATERAL NEGOTIATION.
