    THE CZECHOSLOVAKIAN PREMIER, ALEXANDER DUBCEK, TOLD HIS PEOPLE LAST NIGHT (SATURDAY) HE WOULD KEEP PROMISES MADE IN MOSCOW AND BELIEVED THE AGREEMENT WOULD ENABLE THE PARTY AND STATE TO IMPLEMENT ITS PROGRAMME OF REFORMS. IN A TELEVISION BROADCAST, HE ALSO SAID THAT HIS COUNTRY HAD PLANNED TO TAKE LEGAL STEPS AGAINST ANTI-SOCIALIST FORCES AT THE END OF AUGUST BEFORE THE ARMED INTERVENTION BY WARSAW PACT TROOPS.

    THE PREMIER ADMITTED THAT CZECHOSLOVAKIA HAD LOST THE TRUST OF THE FIVE INTERVENING SOCIALIST COUNTRIES, BUT ADDED THAT THE COUNTRY WOULD CONTINUOUSLY FULFIL THE CONDITIONS OF THE MOSCOW AGREEMENT, WORKED OUT AFTER AUGUST 20. NON-FULFILMENT OF THE AGREEMENT, HE SAID, WOULD ENDANGER THE REFORMS BEGUN IN JANUARY.
