    A PARTIAL HALT TO THE PROGRESS OF FRANCE'S GAULLIST PARTY AND AN INCREASE IN POWER FOR THE COMMUNISTS IS INDICATED BY THE EARLY RESULTS OF TODAY'S (SUNDAY'S) SECOND BALLOT MUNICIPAL ELECTIONS IN PARIS AND THE PROVINCES.A REVIVAL OF INTEREST IN THE CENTRE OPPOSITION GROUPS IS ALSO SHOWN.

    THE SECOND BALLOT MUNICIPAL ELECTIONS TOOK PLACE IN 16,420 LARGE AND SMALL "COMMUNES", INCLUDING PARIS, THROUGHOUT FRANCE.IN THE OTHER 21,359 TOWNS AND VILLAGES, THE RESULTS WERE SETTLED IN THE FIRST BALLOT A WEEK AGO.

    IN PARIS, THE GAULLISTS WON 39 OF THE MUNICIPAL COUNCIL'S 90 SEATS.THIS IS THE SAME NUMBER OF SEATS THAT THEY PREVIOUSLY HELD, BUT SHOWS THE FAILURE OF THE GAULLISTS IN THEIR DRIVE FOR AN ABSOLUTE MAJORITY.

    THE COMMUNIST-SOCIALISTS, OR POPULAR FRONT ALLIANCE, WON 38 SEATS - THE SAME NUMBER AS THEY HELD PREVIOUSLY WHILE ACTING INDEPENDENTLY AS COMMUNIST AND SOCIALIST PARTIES.THE COMMUNISTS HAD BETTER RESULTS IN OTHER PARTS OF FRANCE.

    IN MARSEILLES, THE GAULLIST PARTY LOST ALL OF ITS FIVE SEATS IN THE OLD COUNCIL.THE RIGHT-WING SOCIALISTS WON 41 AND THE COMMUNIST-SOCIALISTS WON 22 OF THE 63 SEATS IN THE COUNCIL.

    THE RIGHT-WING SOCIALIST MAYOR OF MARSEILLES, M.GASTON DEFFERRE, WAS RE-ELECTED AFTER A BITTER CAMPAIGN IN WHICH GAULLISTS AND COMMUNISTS TRIED TO OUST HIM.VICTORY FOR THE 54-YEAR-OLD M.DEFFERRE STRENGTHENS HIS POSITION AS THE PROPOSED LEFT-WING CANDIDATE IN THE FRENCH PRESIDENTIAL ELECTIONS LATER THIS YEAR.
