    Somali called on the United Nations' Security Council on Wednesday (18 February) to condemn France for what the Somali delegate has termed the "unprovoked and cold blooded aggression of French policies in Djibouti.

    The accusation follows a shoot out between French and Somali troops on the Djibouti-Somali border earlier this month in which, it was claimed fifteen Somalis were killed and fourteen wounded.

    The Somali delegate to the United Nations, Abdirizak Haji Hussein, said the border incident was "just one part of a systematic plan by France to strengthen and perpetuate french political and strategic interests in the region."
    Mr. Hussein called on the Security Council to immediately dispatch a fact finding mission to the area to "assess compensation due to be paid to Somalia by France."
    Mr. Hussein was speaking at the start of a fifteen nation Council debate requested by both France and Somalia to deal with the shooting incident which coincided with French troops freeing a bus load of French school children held hostage by guerrillas in the border region.

    France has alleged that its troops came under fire from acrose the Somali border while Mr. Hussein has charged France with unprovoked aggression.

    The French representative to the United Nations, M.Louis de Gupiringaud, said the french troops merely responded to fire directed at them "by troops on the Somali side of the border."
    M.Gupiringaud said France was ready at any time to enter into talks with the Somali government.
