    AT BELGAUM, HEADQUARTERS OF THE INDIAN MILITARY FORCES THAT SURROUND GOA, JOSTLING, BANNER-CARRYING CROWDS DEMONSTRATED DEC. 12 FOR PORTUGAL TO "FREE" THE NEIGHBOURING COLONY. THEIR PLACARDS READ: "LONG LIVE THE MARTYRS" - AS THE GOAN PEOPLE ARE OFTEN DESCRIBED INDIA - AND "WE DEMAND MILITARY ACTION TO FREE GOA".

    ON DEC. 15, FOLLOWING REPORTS OF IMPENDING MILITARY ACTION BY INDIA, PROFESSOR GALBRAITH, AMERICAN AMBASSADOR IN DELHI, CALLED ON MR. NEHRU, THE INDIAN PRIME MINISTER, AND STAYED HALF-AN-HOUR. IT WAS LATER REPORTED THAT THEY HAD A GENERAL DISCUSSION ON GOA - NO OTHER DETAILS WERE AVAILABLE.

    THE SAME DAY IT WAS ANNOUNCED THAT ALL FLIGHTS BETWEEN GOA AND KARACHI WERE CANCELLED. PORTUGUESE EMBASSY OFFICIALS IN KARACHI SAID THAT UNDER INSTRUCTIONS FROM GOA THE CANCELLATIONS APPLIED TO SPECIAL FLIGHTS BRINGING EVACUEES AS WELL AS COMMERCIAL FLIGHTS. NO REASON WAS GIVEN.
