    BRITISH PRIME MINISTER HAROLD WILSON ARRIVED IN GIBRALTAR SHORTLY BEFORE MIDNIGHT YESTERDAY (TUESDAY) FOR HIS FLOATING SUMMIT TALKS WITH RHODESIA LEADER MR IAN SMITH.

    MR WILSON LEFT THE AIRPORT IMMEDIATELY BY CAR FOR THE DOCKYARD AREA WHERE HE WAS DUE TO BOARD THE BRITISH NAVY ASSAULT SHIP "FEARLESS", VENUE FOR THE TALKS.

    THE TALKS TODAY MARK THE SECOND SUMMIT CONFERENCE IN TWO YEARS AIMED AT RESOLVING THE BITTER ISSUE OF RHODESIA'S SEIZURE OF INDEPENDENCE FROM BRITAIN THREE YEARS AGO. MR WILSON AND MR SMITH LAST MET ABOARD THE CRUISER "TIGER" IN DECEMBER 1966, BUT FAILED TO REACH AGREEMENT.

    LAST NIGHT MR SMITH WAS ON HIS WAY BY AIR FROM SALISBURY WITH A 20-MAN DELEGATION INCLUDING HIS MINISTER OF JUSTICE, MR DESMOND LARDNER BURKE AND MINISTER OF EXTERNAL AFFAIRS, MR JACK HOWMAN. MR WILSON'S CHIEF ADVISERS ARE COMMONWEALTH SECRETARY, MR GEORGE THOMSON, AND THE ATTORNEY-GENERAL, SIR ELWYN JONES.

    MR SMITH'S BASE FOR THE TALKS WILL BE THE GUIDED MISSILE DESTROYER "KENT", WHICH WAS YESTERDAY MOORED ALONGSIDE THE "FEARLESS" AT THE QUAY.
