    THE CIVILIAN POPULATION AND THE ADMINISTRATORS HAVE STARTED TO RETURN TO CENTRES AND TOWNS CAPTURED - AND SINCE EVACUATED - BY CHINESE FORCES IN THE FRONTIER DISPUTE WITH INDIA LAST MONTH.

    ONE SUCH CENTRE IS BOMDILLA, THE NORTHEAST FRONTIER TOWN, WHICH WAS CAPTURED BY CHINESE TROOPS ON NOVEMBER 18 AND WHICH WAS FOLLOWED BY THE SWIFT ADVANCE TOWARDS TEZPUR JUST BEFORE THE CEASE FIRE.

    THE TOWN OF BOMDILLA, NESTLING ABOUT 9,000 FEET HIGH IN THE HIMLAYAS, WAS DESERTED AND A SCENE OF COMPLETE DESOLATION WHEN A VISNEWS CAMERAMAN ARRIVED THERE ON SUNDAY (16 DECEMBER) JUST BEFORE THE CIVIL ADMINISTRATION RETURNED.

    NEARLY ALL THE POPULATION HAD LEFT THE TOWN A MONTH EARLIER TO ESCAPE THE ADVANCING CHINESE ARMIES. THOSE WHO COULD NOT TRAVEL FAR, ESCAPED INTO THE NEARBY JUNGLES AND HILLS.

    THEY KEPT UNDER COVER UNTIL THEY HEARD THAT TRUCKS AND CARS WERE RETURNING AND THEN SCORES OF LOCAL PEOPLE CAME OUT OF THEIR HIDING PLACES. THE VISNEWS CAMERAMAN, WHO TOOK THIS FILM, WAS AMONG THOSE WHO TOLD THE PEOPLE THE NEWS THAT THE ADMINISTRATION AND OFFICIALS WERE COMING BACK.

    MANY OF THE LOCAL PEOPLE CAME OUT TO GREET THE CONVOY CARRYING THE DISTRICT OFFICER (OR POLITICAL OFFICER) KRISHAN CHAND JOHARI, HIS WIFE, SUDHA JOHARI, AND OFFICIALS. AS MR. JOHARI LEFT HIS VEHICLE, THE VILLAGERS SURROUNDED HIM TO PRESENT THEIR SCARVES OF WELCOME. THEY SHOUTED "JAI HINDD", MEANING VICTORY TO INDIA.

    THE FOLLOWING MORNING, MONDAY, A FORMAL CEREMONY WAS HELD IN THE BITING COLD WEATHER TO MARK THE BEGINNING OF THE CIVIL ADMINISTRATION AGAIN. THE DISTRICT OFFICER UNFURLED THE INDIAN NATIONAL FLAG AND THE NATIONAL ANTHEM WAS SUNG.

    MRS. JOHARI PRESENTED THE VILLAGERS WITH GIFTS OF CLOTHING, BLANKETS AND FOOD. MOST OF THE PEOPLE HAVE BEEN LEFT DESTITUTE FOLLOWING THE UPHEAVAL OF THE CHINESE INVASION AND THE DISTRICT OFFICER TOLD THEM THAT THE GOVERNMENT WAS SENDING SEED AND OTHER SUPPLIES.

    THE LATEST REPORTS FROM INDIA SAY THAT THE CHINESE HAVE NOW WITHDRAWN TO DARRANG DZONG VILLAGE ABOUT 25 MILES (40KM) TO THE NORTH OF BOMDILLA.
