    Background: THE 1966 CONFERENCE OF COMMONWEALTH LEADERS BEGAN TODAY (TUESDAY) AT MARLBOROUGH HOUSE IN LONDON. LEADERS OF 22 COUNTRIES ARE ATTENDING THE 10-DAY MEETING AT WHICH THE MAIN ISSUE IS EXPECTED TO BE BRITAIN'S RHODESIA POLICY.

    THE BRITISH PRIME MINISTER, MR. HAROLD WILSON, WAS EXPECTED TO SUPPORT THE POLICY OF VOLUNTARY SANCTIONS AGAINST THE BREAKAWAY COLONY, AND THEN TO VACATE THE CHAIRMANSHIP OF THE CONFERENCE TO ALLOW A NEUTRAL LEADER TO PRESIDE OVER THE TWO-DAY RHODESIA DEBATE. HOWEVER, THE OTHER DELEGATES UNANIMOUSLY VOTED THIS MORNING THAT BRITAIN SHOULD REMAIN CHAIRMAN.

    ZAMBIA AND SIERRA LEONE HAVE WARNED THAT THEY MIGHT LEAVE THE COMMONWEALTH UNLESS BRITAIN SETTLES THE RHODESIA CRISIS QUICKLY.

    THE CONFERENCE IS EXPECTED TO TURN TO OTHER WORLD TOPICS ON THURSDAY.
