    Background: After two days of talks in Brussels, European Economic Community (EEC) minister failed on Tuesday (18 November) to reach agreement on a new fishing policy.

    SYNOPSIS: The European Parliament has declared that agreement on fishing quotas should be reached by the end of 1980, but, so far, little progress has been made in negotiations, as each government has fought hard to protect its catch.

    British Minister of Agriculture and Fisheries, Peter Walker, said negotiations were tough, but expressed optimism that a solution would be found. France has rejected a proposal that would have given Britain a 35 percent share of the available catch, claiming it would mean a one-third reduction in France's share. French Transport Minister Daniel Hoeffel described the proposal as "an unfair sacrifice".

    The EEC states have been haggling over fishing quotas since 1975. The problem has been made worse by over-fishing, causing a 6.5 percent drop in the available catch. As a result some countries must accept a drop in their quotas. The commission will nw examine countries' past annual catches, and look at the effects of industrial fishing, mainly by Denmark, for fish-meal production.
