    HOPES FOR AGREEMENT ON A NUCLEAR-FREE OCEAN FLOOR WERE EXPRESSED WHEN THE GENEVA DISARMAMENT CONFERENCE RESUMED IN GENEVA TODAY (THURSDAY). THE CONFERENCE, WHICH WAS REOPENING AFTER A SIX-WEEK BREAK, WAS JOINED FOR THE FIRST TIME TODAY BY JAPAN AND MONGOLIA.

    HOPES THAT THE 19-NATION CONFERENCE CAN AGREE ON KEEPING NUCLEAR WEAPONS OFF THE SEABED WERE EXPRESSED STRONGLY BY THE UNITED STATES DELEGATE, MR. JAMES F. LEONARD, AND THE SOVIET DELEGATE, MR. ALEXEI A. ROSHCHIN. THE UNITED STATES AND THE SOVIET UNION ARE CO-CHAIRMEN OF THE CONFERENCE.

    HEAD OF THE JAPANESE DELEGATION WAS MR. KOICHIRO ASAKAI, A FORMER AMBASSADOR TO THE U.S. AND A TOP DIPLOMAT. IN HIS MAIDEN SPEECH, HE SAID THE PARTICIPATION OF ALL THE NUCLEAR POWERS WAS NECESSARY FOR THE REALISATION OF GENERAL AND COMPLETE DISARMAMENT.

    BOTH THE UNITED STATES AND THE SOVIET UNION TABLED DRAFTS TO KEEP THE ARMS RACE FROM THE SEABED DURING THE LAST SESSION. BUT WHERE THE U.S. WANTS TO BAN JUST NUCLEAR WEAPONS AND OTHER WEAPONS OF MASS DESTRUCTION, THE SOVIET WANTS ALL MILITARY USES OF THE SEABED PROHIBITED.

    THE CONFERENCE IS EXPECTED TO CONTINUE IN SESSION FOR ABOUT TWO MONTHS.
