    THE SECURITY COUNCIL OF THE UNITED NATIONS MET IN EMERGENCY SESSION ON TUESDAY (1 FEBRUARY) TO CONSIDER THE WAR IN VIETNAM. THE MEETING HAD BEEN CALLED AT THE REQUEST OF THE UNITED STATES AND THE U.S. AMBASSADOR (TO THE UNITED NATIONS) MR. ARTHUR GOLDBERG OPENED THE DEBATE WITH A SPEECH EXPLAINING WHY THE UNITED STATES WAS SEEKING COUNCIL ACTION. THE SOVIET UNION'S DELEGATE, MR. NIKOLAI FEDERENKO, ATTACKED THE U.S. MOVE AND CONDEMNED IT AS A PROPAGANDA MOVE TO DISGUISE U.S. EXPANSION OF AGGRESSION IN VIETNAM.

    MR. GOLDBERG SAID THAT THE UNITED STATES HAD SOUGHT THE MEETING BECAUSE EFFORTS AT QUIET DIPLOMACY HAD FAILED. HE SAID NORTH VIETNAM HAD RESPONDED TO THE U.S. "PEACE OFFENSIVE", CARRIED OUT DURING THE 37-DAY SUSPENSION OF BOMBING OF NORTH VIETNAM, ONLY WITH INVENTIVE AND HAD SHOWN NO WILLINGNESS FOR NEGOTIATIONS.

    MR. FEDERENKO SAID HE WOULD OPPOSE ANY SECURITY COUNCIL ACTION ON VIETNAM AND ACCUSED THE UNITED STATES OF HAVING NO INTEREST IN A PEACEFUL SETTLEMENT. HE SAID THE U.S. "PROPAGANDA SHOW" WAS BEING UNDERTAKEN TO CONCEAL THE EXPANSION OF U.S. AGGRESSION IN VIETNAM.
