    ARIAS IS GIVEN A SLIGHT EDGE OVER MARCO A. ROBLES WHO IS BACKED BY THE GOVERNMENT COALITION OF PRESIDENT ROBERTO CHIARI, WHO CANNOT SUCCEED HIMSELF.

    ARIAS, WHO WAS TWICE OUSTED FROM THE PRESIDENCY, HAS BEEN RECEIVING ENTHUSIASTIC RECEPTIONS FROM HIS SUPPORTERS. BUT THERE HAS BEEN TALK THAT THE PANAMANIAN NATIONAL GUARD, WHICH OPPOSES HIM , MIGHT MOVE AGAINST HIM IF HE IS ELECTED. ARIAS HAS ACCUSED THE GUARD, WHICH DOUBLES AS PANAMA'S POLICE AND ARMY, OF MASTERMINDING HIS OUSTERS, IN 1941 AND 1951.

    ROBLES, ARIAS' CHIEF OPPONENT, HAS ACCUSED THE EX-PRESIDENT OF BEING A FASCIST. ROBLES HAS THE SUPPORT OF LEADING FAMILIES, BUSINESSMEN AND THE GUARD. HE IS A FORMER BANKER.

    GIVEN JUST A SLIGHT CHANCE OF WINNING IS JUAN DE ARCO GALINDO, HEAD OF THE ALIANZA DE OPOSICION, A COALITION OF SEVEN PARTIES.
