TRANSCRIPT: SEQ. 2: MR. WINA: "I HAVE FLOWN TO LONDON ON BEHALF OF THE GOVERNMENT AND PEOPLE OF THE REPUBLIC OF ZAMBIA TO TRY AND ACHIEVE IN UNEQUIVOCAL SETTLEMENT THAT WOULD TERMINATE THE MINERAL RIGHTS NOW ENJOYED BY THE BRITISH SOUTH AFRICA COMPANY AND TRANSFER THEM TO THE REPUBLIC OF ZAMBIA, WHEN IT BECOMES INDEPENDENT ON OCTOBER 24 THIS YEAR."

WINA: "WITH THE GREATEST REGRET, I AM GOING BACK TO NORTHERN RHODESIA WITHOUT HAVING ACHIEVED ANY TYPE OF SETTLEMENT THAT BOTH MYSELF, DR. KAUNDA AND MY GOVERNMENT HAD HOPED FOR. I CANNOT, OF COURSE, BE BLAMED FOR THE FAILURE WHICH IS AMPLY DEMONSTRATED TO THE WHOLE WORLD. IT WAS MY EARNEST DESIRE FOR A AIR AND EQUITABLE SETTLEMENT."

WINA: "NOW, THIS MORNING I WAS ASKED BY THE COMMONWEALTH SECRETARY, MR. SANDYS, TO SEE HIM. I HAD A MEETING LASTING JUST ABOUT 45 MINUTES. I DIDN'T EXPECT MUCH TO COME OUT TO THE MEETING AND, INDEED, NOTHING CAME OUT OF THE MEETING. IT WAS AN INFORMAL MEETING, TO DISCUSS ANGLO-ZAMBIA RELATIONS AGAINST THE BACKGROUND OF YESTERDAY. I SHALL BE LEAVING LONDON SATISFIED THAT I HAVE DISCHARGED MY FULL RESPONSIBILITIES AND WILL BE GOING BACK TO REPORT TO THE PRIME MINISTER. AND THE NEXT ACTION MUST BE FROM LUSAKA."
