    Background: GIBRALTAR WENT TO THE POLLS YESTERDAY (THURSDAY) TO VOTE IN A NEWLY-CONSTITUTED LEGISLATIVE COUNCIL UNDER WHICH IT WILL BECOME SELF-GOVERNING.

    UNDER CONSTITUTIONAL CHANGES, UNANIMOUSLY AGREED WITH BRITAIN LAST APRIL, THERE WERE NO LONGER BE ANY NOMINATED MEMBERS OF THE COUNCIL AND THE NUMBER OF ELECTED MEMBERS HAS BEEN INCREASED FROM SEVEN TO ELEVEN.

    GIBRALTAR'S VOTING SYSTEM IS BASED ON PROPORTIONAL REPRESENTATION AND ONLY ONE PARTY FOUGHT THE ELECTION -- THE AACR -- THE ASSOCIATION FOR THE ADVANCEMENT OF CIVIL RIGHTS -- BUT INDEPENDENTS FOUGHT FOR SOME OF THE SEATS. A TOTAL OF 15 CANDIDATES STOOD FOR THE 11 SEATS.

    THE RESULTS WERE ANNOUNCED TODAY -- SOME 12 HOURS AFTER THE POLL CLOSED BECAUSE OF THE DIFFICULTIES PRESENTED BY THE TRANSFER OF VOTES ON THE PROPORTIONAL SYSTEM.

    THE POLL WAS A HIGH ONE - OVER 78 PER CENT, AND IT RESULTED IN 5 SEATS GOING TO THE AACR PARTY AND SIX TO THE INDEPENDENTS. THIS HOWEVER DOES NOT MEAN THAT THE INDEPENDENTS WILL CONTROL THE COUNCIL. A JOINT ADMINISTRATION WILL BE FORMED BY THE BRITISH GOVERNORS AND THE CHIEF MINISTER -- NOT YET APPOINTED, BUT EXPECTED TO BE JOSHUA HASSAN WHO HAD THE MOST VOTES, 4,603.

    AMONG THOSE EXPECTED TO HOLD KEY POSITIONS IN THE COUNCIL ARE MR. RUSSO. THE INDEPENDENT HOUSING MINISTER AND MR. SARI, WHO CAME THIRD IN THE POLL.

    BOTH INDEPENDENTS AND THE AACR PARTY HAVE VERY MUCH THE SAME THEME: "BRITISH WE ARE; BRITISH WE STAY" AND THIS SLOGAN WAS ONE USED BY BOTH PARTIES IN ENCOURAGING PEOPLE TO VOTE.
