    UNITED STATES CHIEF DELEGATE WILLIAM FOSTER, MAKING THE OFFER IN PRIVATE TALKS AT THE 17-NATION DISARMAMENT CONFERENCE, MADE A CLEAR PROVISO THAT SATISFACTORY PROGRESS MUST BE MADE ON OTHER KEY ASPECTS OF THE TREATY.

    POLITICAL OBSERVERS SAID THE NUMBER OF INSPECTIONS DEMANDED BY THE WEST MIGHT BE REDUCED STILL FURTHER, DEPENDING ON WHAT EACH INSPECTION COMPRISED.

    RUSSIA'S SENIOR DELEGATE, VASILY KUZNETSOV, ACCUSED THE WEST OF PRESENTING AN "ULTIMATUM." HE ADDED: "THOSE WHO ASK FOR A HIGH PRICE MIGHT LOSE EVERYTHING.
