    PRESIDENT JOSEPH MOBUTU OF THE CONGO REOPENED PARLIAMENT IN LEOPOLDVILLE ON MONDAY AFTER RETURNING FROM A TRIP TO KATANGA TO ENSURE A RAPID SETTLEMENT OF A DISPUTE BETWEEN THE LOCAL GOVERNOR AND THE SPEAKER OF KATANGA'S PROVINCIAL ASSEMBLY. PARLIAMENT HAD BEEN IN RECESS FOR THE HOLIDAYS.

    THIS WAS THE SECOND TIME THAT PRESIDENT MOBUTU HAD ADDRESSED THE CONGO'S ASSEMBLED MINISTERS AND DEPUTIES - THE FIRST HAVING BEEN AFTER HE TOOK POWER WITH A MILITARY COUP ON THE 25TH OF NOVEMBER, WHEN HE WAS LEADER OF THE ARMY.

    DURING HIS STAY IN KATANGA, PRESIDENT MOBUTU WARNED THE WHITE POPULATION THAT HE WOULD NOT TOLERATE ANY RACIAL DISCRIMINATION. HE SAID THE WHITE PEOPLE WHO WANTED TO WORK WITH THE CONGOLESE WERE WELCOME, AND "THE OTHERS SHOULD PACK UP AND BUY A TICKET TO SOUTH AFRICA OR TO THE PORTUGUESE COLONIES."
