    INDIA'S BIRTH CONTROL PROGRAMME HAS BEEN TAKEN A STEP FURTHER WITH A NEW EXPERIMENT IN FAMILY PLANNING--THE SETTING UP OF STERALISATION CLINICS AT RAILWAY STATIONS AND OTHER CENTRES IN BOMBAY. A TOTAL OF 52 CITIES CLINICS HAVE SO FAR BEEN OPENED, AND THE EXPERIMENT IN "INSTANT" FAMILY PLANNING IS REPORTED TO BE HAVING ENCOURAGING RESULTS.

    THE RAILWAY STATION CLINIC SCHEME WAS THE IDEA OF BOMBAY'S FAMILY PLANNING DIRECTOR,42-YEAR-OLD DOCTOR DATTA PAI, WHO REALISED THAT ALTHOUGH MANY MEN CONSIDERED UNDERGOING STERALISATION, FEW OF THEM OVERCAME THEIR FEAR OF HOSPITALS SUFFICIENTLY TO GO THROUGH WITH THE OPERATION.

    DR. PAI DECIDED TO OPEN CLINICS AT THE STATION, SO THAT THE OPERATION COULD BE PERFORMED ON THE SPOT.

    STALLS WERE SET UP FOR PEOPLE TO GET FAMILY PLANNING ADVICE FREELY. CONTRACEPTIVES ARE DISTRIBUTED TO ANYONE WANTING THEM.

    AN AVERAGE OF FIVE OPERATIONS ARE PERFORMED AT EACH CENTRE A DAY. EACH PATIENT GETS 20 RUPEES (GBP1.2S.STERLING) AS INCENTIVE, AND AN ADDITIONAL 10 RUPEES IS PAID TO ANYONE WHO BRING A CASE TO THE CLINIC.

    AT EACH CENTRE, TWO DOCTORS AND THEIR ASSISTANTS WORK FOR THREE HOURS EACH DAY OPERATING ON THE GROWING NUMBER OF PATIENTS
    DOCTORS AND FAMILY PLANNING WORKERS ARE REQUIRED TO UNDERGO A PERIOD OF BRIEFING BEFORE THEY BEGIN WORKING UNDER THE PROGRAMME. THEN, THEY WITHER GO TO THE CLINICS OR MOVE OUT INTO COUNTRY AREAS WHERE MOBILE OPERATING VANS ARE BEING USED TO EXTEND THE CAMPAIGN.

    POSTERS AND PAMPHLETS ARE USED WIDELY TO BRING TO THE PEOPLE THE BENEFITS OF LIMITING THEIR FAMILIES.

    AND WITH THE BIRTH RATE BEGINNING TO SHOW A DOWNWARD TREND--IN BOMBAY, AT LEAST--DR. PAI AND HER FAMILY PLANNERS ARE CONFIDENT THEIR UNUSUAL METHODS WILL ACHIEVE THE GOAL REQUIRED.
