TRANSCRIPT: SEQ. 4: TRUDEAU: "Canada takes its place in a world discussion on disarmament as an industrial country, geographically placed between two heavily armed super powers with an obvious stake in the prevention of war in a nuclear age. We are a member of a regional defensive alliance that includes three of the five nuclear weapon states. We are, nonetheless a country which has renounced the production of nuclear weapons or the acquisition of such weapons under our control. We have withdrawn from any nuclear role by Canada's armed forces in Europe and are now in the process of replacing with conventional armed aircraft, the nuclear capable planes still assigned to our forces in North America. We are thus not only the first country in the world with the capacity to produce nuclear weapons that chose not to do so. We are also the first nuclear armed country that has chosen to divest itself of nuclear armed country that has chosen to divest itself of nuclear weapons. We have not, for more than a decade, permitted Canadian uranium to be used for nuclear purposes by any country. We are a country that maintains strict control over sale of military equipment and does not export any to areas of tension or actual conflict."

Background: The Canadian Prime Minister, Mr. Pierre Trudeau, chose the third day of the special United Nations disarmament session on Friday (26 May) to make a formal announcement of Canada's decision to scrap its nuclear weaponry. Mr. Trudeau told the 149-nation conference that Canada was replacing its small, American-made nuclear arsenal with conventional weapons. He said that Canada was the first nuclear armed nation to have chosen to divest itself of nuclear weapons.

SYNOPSIS: West Germany's Chancellor Helmut Schmidt, addressing the assembly for the first time, defended the NATO alliance which the Soviet Foreign Minister, Mr Andrei gromyko, had accused of plotting a military build-up in the 1980s. It was, said Chancellor Schmidt, a reliable factor in the international effort for security. He said that political stability depended on four elements-political, strategic and military balance and a policy of detente.

Mr Gromyko proposed a total ban on the neutron bomb. He said the Soviet Union did not intend to start producing neutron weapons unless the United States or any other nation did so. In a wide ranging speech he said that neutron weapons should be banned, once and for all. But it was Mr Trudeau's speech which took the conference by surprise-as he announced that Canada was already replacing its nuclear arms with conventional weapons.
