    ALGERIAN AND EGYPTIAN TROOPS HAVE BEEN HEAVILY CONCENTRATED AROUND THE RESORT CITY OF PORT TEWFIK FOLLOWING SHELLING ATTACKS ON MONDAY. PORT TEWFIK, AT THE SOUTH END OF THE SUEZ CANAL, WAS DESERTED BY MANY OF ITS INHABITANTS AFTER THE ATTACK. UNITED NATIONS OBSERVERS IN PORT TEWFIK AND SUEZ OPENED IMMEDIATE INVESTIGATIONS INTO THE SHELLINGS, AND FOUND THAT THE EGYPTIANS STARTED FIRING FIRST.

    BUT ACCORDING TO EGYPTIAN OFFICIALS, ISRAELI GUNS POUNDED THICKLY POPULATED AREAS OF SUEZ CITY, FIVE MILES (EIGHT KMS) AWAY, ON MONDAY. THEY SAID ABOUT 40 HOUSES WERE REDUCED TO RUBBLE AND AT LEAST 44 CIVILIANS WERE KILLED.

    "THE INCIDENT ACCELERATED RAPIDLY IN AN EXCHANGE OF FIRE WHERE TANKS, ARTILLERY AND MORTARS WERE USED ON BOTH SIDES," GENERAL BULL SAID.
