    THE FOUR ARAB STATES DIRECTLY INVOLVED IN THE CONFLICT WITH ISRAEL CONTINUED THEIR THREE-DAY SUMMIT MEETING IN CAIRO ON WEDNESDAY. THEY WERE JOINED BY SUDAN'S MILITARY RULER AND LATER ISSUED A COMMUNIQUE CALLING FOR A UNITED ARAB FRONT TO RESTORE TERRITORIES LOST IN THE JUNE WAR OF 1967.

    THE MEETING MADE IT CLEAR THAT THE FRONTLINE COUNTRIES WERE PREPARED TO BEAR THE BRUNT OF THE CONFLICT -- BUT THE REST OF THE ARAB WORLD WAS EXPECTED TO SHARE THE COST.

    AT THE MEETING WERE: PRESIDENT NASSER OF THE UNITED ARAB REPUBLIC, KING HUSSEIN OF JORDAN, SYRIAN HEAD OF STATE DR. NUREDDIN EL ATASSI AND IRAQ'S DEPUTY PREMIER GENERAL SALEM MANDI AMMASH. SUDAN'S LEADER, MAJOR-GENERAL JAAFAR MOHAMED EL NIMEIRY FLEW INTO CAIRO TO TAKE PART YESTERDAY (WEDNESDAY).

    THE COMMUNIQUE AFTER THE TALKS SAID: "THE BATTLE IS TOO BIG TO BE CONFINED TO ONE PLACE ... IT IS A BATTLE OF DESTINY." HELP GIVEN TO THE FRONT-LINE NATIONS BY THE OIL STATES -- SAUDI ARABIA, KUWAIT AND LIBYA -- WAS INDIRECTLY MENTIONED IN THE STATEMENT. IT SAID: "THE ECONOMIC BACKING GIVEN TO SOME CONFRONTATION COUNTRIES PLAYS AN IMPORTANT ROLE IN INCREASING THEIR CAPACITY TO STAND FAST."
    EGYPT RECEIVES SOME 100 MILLION STERLING FROM THE OIL STATES UNDER THE TERMS OF THE 1967 KHARTOUM SUMMIT AS COMPENSATION FOR THE LOSS OF THE SUEZ CANAL AND OTHER REVENUES.

    THE MILITARY AND POLITICAL SITUATION WAS REVIEWED BY THE DELEGATIONS.

    IT WAS REPORTED IN CAIRO THAT PRESIDENT NASSER, IN TALKS WITH BRITISH MINISTER WITHOUT PORTFOLIO GEORGE THOMSON, HAD ENCOURAGED HOPES THAT EGYPT WAS NOT ENTIRELY COMMITTED TO A MILITARY SOLUTION IF THE FOUR-POWER TALKS IN NEW YORK COULD COME UP WITH A SATISFACTORY SETTLEMENT.
