    TRANSCRIPT: (SEQ. 2): CHINESE DELEGATE: "Trouble between aggression and anti-aggression, interference versus anti-interference, subversion versus anti-subversion, and control versus anti-control, is becoming ever more acute... Since the end of World War 2....although a new world war has not broken out. Local war has not ceased and tensions have occurred one after another. There is no peace on earth. The danger of a new world war still exists. The people of the whole world must be vigilant."

    Background: The People's Republic of China, making its debut on Tuesday (23 November) as a permanent member of the United Nations Security Council, again lashed out at "one or two super powers" and their policies of "aggression, interference, subversion and control against other countries and people".

    In a statement which closely resembled a speech delivered when the Chinese delegation took its place in the General Assembly. Ambassador Huang Hua said that revolution was the main trend of the present international situation.

    Mr Huang was addressing the Council after the representatives of all the other 14 member-states had made speeches to welcome China, which, like the other four permanent members, has the right of veto.
