    President Jomo Kenyatta, clad in magnificent leopard skin robes, on Wednesday (December 12) reviewed the Armed Forces of Kenya and spoke to his people on the achievements of a decade of nationhood -- It was ten years to the day since Kenya gained independence from British colonial rule.

    After a precision march-past by the Kenyan forces, the octogenarian leader told the nation his Government had fulfilled its promise to uphold the rule of law in Kenya.

    "There can be little dignity where people walk in fear, and where rights are vested only the state", he declared.

    And as an indication of Kenya's economic progress during the decade of independence, President Kenyatta was able to announced the partial realisation of another promise that every Kenyan child should have a minimum of seven years free education.

    To make the anniversary, President Kenyatta said the first four years in primary school would be free from next month. It is a measure that will cost 3,250,000 pounds sterling.

    The Kenyan leader also announced plans to start work on a massive irrigation scheme on Canniest Tana River, one of the most promising, but least exploited resources in the country. the cotton and sugar crops which will be grown there are expected to give employment to thousands of families
    Wednesday's ceremonies were watched by Emperor Hale Selassie of Ethiopia, President Jafaar El Nimeiry of Sudan and General Idi Amin of Uganda. Vice-Presidents of Ministers from Zaire, Zambia, Malawi, Somalia and Tanzania also attended.

    President Kenyatta repeatedly led the crowd in chanting Kenya's national slogan "Harambee" - Kiswahili word meaning "Lets Pull Together" - as he has done during the ten years of independence.
