    IN WASHINGTON, NOV 7, ON THE SECOND DAY OF HIS VISIT TO THE UNITED STATES, INDIAN PRIME MINISTER NEHRU WAS RECEIVED AT THE WHITE HOUSE FOR TALKS WITH PRESIDENT KENNEDY.

    CONFERRING FOR TWO AND A HALF HOURS, THE TWO STATESMEN DISCUSSED TOPICS INCLUDING BERLIN, LAOS AND SOUTH VIETNAM, THE PROBLEMS OF NEW AFRICAN STATES, THE BELGRADE CONFERENCE OF NON-ALIGNED NATIONS, AND NUCLEAR TESTING.

    ACCORDING TO REPORTS, PRESIDENT KENNEDY AND MR. NEHRU AGREED THAT ALLIED ACCESS TO BERLIN MUST BE GUARANTEED IN ANY SETTLEMENT WITH THE SOVIET UNION. MR. NEHRU HAD EARLIER EXPRESSED SOME DOUBT ABOUT THE WEST'S LEGAL RIGHTS IN BERLIN.

    DISCUSSION ABOUT SOUTHEAST ASIA IS UNDERSTOOD TO HAVE BEEN INCONCLUSIVE. WHILE PRESIDENT KENNEDY IS AIMING TO ENLIST INDIA'S SUPPORT IN PROTECTING INDEPENDENT GOVERNMENTS - SUCH AS THOSE OF LAOS AND SOUTH VIETNAM - FROM AGGRESSION, MR. NEHRU CONTINUES TO OPPOSE AMERICAN INTERVENTION OF ANY KIND.

    THERE WAS DISAGREEMENT ON THE NUCLEAR TEST ISSUE. MR. NEHRU WOULD LIKE TO SEE ALL TESTING STOPPED WHILE THE BIG POWERS NEGOTIATE A TEST BAN TREATY. PRESIDENT KENNEDY POINTED OUT THAT THIS WOULD PUT THE UNITED STATES AT A DISADVANTAGE BECAUSE THE SOVIET UNION, OPERATING IN SECRECY, COULD MEANWHILE PREPARE NEW TESTS AS SHE HAD DONE PREVIOUSLY
    ACCOMPANIED BY HIS DAUGHTER, MRS. INDIRA GANDHI, MR. NEHRU WENT TO THE WHITE HOUSE AGAIN, LATER THE SAME DAY, TO ATTEND A DINNER GIVEN BY THE PRESIDENT AND MRS. KENNEDY.
