    Background: The new West German Chancellor, Herr Helmut Schmidt on Thursday (16 May) presented his new Cabinet to the press after being elected Chancellor by 267 votes out of the 492 deputies present in the Bundestag, or Lower House.

    On Friday Herr Schmidt Presents his Government's programme to Parliament after the swearing-in of the 15 strong cabinet.

    In his speech the 55-year-old former Finance Minister concentrated on the West German economy, the Common Market crisis and relations with Easter Europe. He followed Willy Brandt into office after a ten day interim period during which outgoing Foreign Minister Walter Scheel was caretaker Chancellor.

    Herr Schmidt, is considered a "no-nonsense" politician thought likely to bring a new style of briskly efficient leadership to West Germany.

    In a newspaper article published on the day of his election as Chancellor, Herr Schmidt gave a foretaste of firm attitudes. "We cannot sacrifice the stability of our economy and the welfare of our citizens for the sake of a European Community which is powerless to act", he said.

    The former Chancellor, brought down by the discovery that his political assistant was an undercover East German spy, left Bonn on Thursday (16 May) evening with his wife for a rest at their holiday home in Norway.

    At the top of the Cabinet list is Herr Hans-Dietrich Genscher, Foreign Minister and Vice-Chancellor. Dr. Hans Apel is the new Finance Minister. The Cabinet, smaller by two posts than previously contains only five new men.
