    WHILE A CROWD OF 40,000 GATHERED AT SAIGON'S REPUBLIC STADIUM TO CELEBRATE THE NATIONALITY DAY FOR THE LIBERATION OF NORTH VIETNAM YESTERDAY, THE CHINESE PEOPLE'S REPUBLIC AND COMMUNIST NORTH VIETNAM CALLED FOR THE WITHDRAWAL OF AMERICAN TROOPS FROM THE SOUTH FOR A SETTLEMENT OF THE VIETNAM SITUATION. MEANWHILE, THE GOVERNMENT OF AIR MARSHAL NGUYEN CAO KY, IN A STATEMENT SAID THAT IF THE COMMUNISTS WANTED TO END THE WAR, THEY HAD ONLY TO END INFILTRATION INTO THE SOUTH AND REGROUP THEIR FORCES AND CADRES IN THE SOUTH AND REGROUP THEIR FORCES AND CADRES IN NORTH.

    THE CELEBRATION WAS ATTENDED BY VIETNAMESE GOVERNMENT OFFICIALS, DIPLOMATIC CORPS, STUDENTS, RELIGIOUS GROUPS AND SCHOOLCHILDREN. THE CROWD CARRIED BANNERS PROCLAIMING 'FREE NORTH VIETNAM TO RELIEVE OUR PEOPLE'S MISERY,' AND 'UNITE TO UNIFY THE COUNTRY'. FOUR VIETNAMESE WERE ARRESTED OUTSIDE THE STADIUM IN POSSESSION OF A MINE DURING THE CEREMONY.

    IN HIS SPEECH, MAJOR-GENERAL NGUYEN VAN THIEU, THE CHIEF OF STATE, DECLARED THAT SOUTH VIETNAM NO LONGER RECOGNISED THE FRONTIER BETWEEN THE TWO VIETNAMESE AND CALLED ON THE POPULATION TO SUPPORT THE ARMED FORCES IN FIGHTING FOR THE LIBERATION OF THE NORTH VIETNAMESE PEOPLE. HE SAID THE VIETNAMESE PEOPLE HELD THAT THE 1954 GENEVA ACCORDS WHICH DIVIDED VIETNAM, NO LONGER HAD EFFECT AND THE BORDER BETWEEN THEM NO LONGER WAS VALID.

    SEVERAL EFFIGIES OF PRESIDENT HO CHI MINH OF COMMUNIST NORTH VIETNAM WERE DISPLAYED IN THE STADIUM. THEY WERE LATER TORN TO PIECES BY THE CROWD WHO KEPT SHOUTING "DOWN WITH COMMUNISM."
    (IN A SIMILAR CELEBRATION NEAR THE FRONTIER, NORTH VIETNAMESE GUARDS FIRED MACHINEGUN BURSTS ACROSS THE BORDER. NOBODY WAS HURT ON THE SOUTH VIETNAMESE SIDE. PRESIDENT HO CHI MINH, ADDRESSING A RALLY IN HANOI ON THE OCCASION OF THE 11TH ANNIVERSARY OF THE GENEVA AGREEMENTS ON VIETNAM SAID: "WE ARE DETERMINED TO FIGHT TILL FINAL VICTORY, EVEN IF WE HAVE TO GO ON FIGHTING FOR SEVERAL YEARS").
