    THE SECRETARY GENERAL, A THAI, SAID AFTERWARDS THAT HE HAD TOLD THE PRESIDENT THAT IT WAS THE CONSENSUS OF THE MEMBERS OF SEATO THAT THE MEMBER NATIONS WOULD NOT PROVIDE TROOPS TO BE USED IN THE AREA. IT WAS ALSO THE CONSENSUS, HE SAID,THAT THE MEMBERS WERE OPPOSED TO PROPOSALS FOR THE NEUTRALISATION TO THE AREA.

    HE ADDED THAT HE SAW NO NEED NOW FOR U.S. TROOPS TO BE DEPLOYED IN THAILAND.
