Background: TWO WEEKS BEFORE THE FIRST ANNIVERSARY OF THE SOUTH KOREAN MILITARY COUP, LIEUTENANT GENERAL CHANG DO YOUNG, FORMER CHIEF OF THE JUNTA WHICH LED THE COUP, WAS RELEASED FROM WEST GATE PRISON, SEOUL, MAY 3, WHERE HE HAS BEEN DETAINED SINCE LAST OCTOBER. A MILITARY REVOLUTIONARY COURT SENTENCED HIM TO DEATH IN JANUARY THIS YEAR FOR ALLEGED COUNTER REVOLUTIONARY ACTIVITIES, BUT THIS WAS COMMUTED TO LIFE IMPRISONMENT IN MARCH BY AN APPEAL BOARD.

NEWS THAT GENERAL PAK CHUNG-MEE, CHAIRMAN OF THE SUPREME COUNCIL, HAD PARDONED HIS FORMER RIVAL AND OTHER SENIOR OFFICERS SIMILARLY CONVICTED, WAS ANNOUNCED MAY 2, AND REPORTERS AND PHOTOGRAPHERS GATHERED WITH RELATIVES AND FRIENDS OUTSIDE THE MAIN GATES OF THE PRISON THE FOLLOWING DAY TO GREET THEM. HOWEVER, GENERAL CHANG WAS RUSHED OUT OF A REAR GATE IN AN ARMY VEHICLE. NEWSMEN GAVE CHASE, AND CAUGHT UP WITH HIM AS HE WAS REUNITED AT HIS SEOUL HOME WITH HIS WIFE AND CHILDREN.

GENERAL PAK ALSO COMMUTED TO LIFE IMPRISONMENT THE DEATH SENTENCE ON THE FORMER COLONEL YANG IN-HYUN, WHO WAS CHAIRMAN OF THE JUNTA'S ILLICIT-FORTUNE DISPOSAL COMMITTEE. THIS BRINGS THE NUMBER OF DEATH SENTENCES WHICH GENERAL PAK HAS COMMUTED TO IMPRISONMENT SINCE THE COUP TO SEVEN. APPEAL COURTS HAVE REDUCED FOUR OTHER DEATH SENTENCES. ALTOGETHER SOME EIGHT PERSONS HAVE BEEN EXECUTED DURING THE PERIOD.

IT WAS ALSO ANNOUNCED MAY 2 THAT REVOLUTIONARY COURTS WOULD BE DISBANDED BY MAY 10. SOME 697 PERSONS INVOLVED IN 250 CASES WERE TRIED BY FIVE LOWER AND TWO APPEAL COURTS ON WHICH 40 JUDGES SAT. THERE WERE 32 STATE PROSECUTORS. SIXTY-SIX PERSONS WERE ACQUITTED. CHARGES INCLUDED ELECTION FRAUD UNDER THE PREVIOUS LIBERAL REGIME, ORGANISED VIOLENCE, CORRUPTION, COUNTER-REVOLUTIONARY ACTIVITIES, AND ACTIVITIES AGAINST THE STATE.
