    Indian and Chinese officials met amid strict security measures in Hyderabad House, New Delhi, Aug 19, to begin new talks on the Indo-Chinese border dispute. Only one week earlier India protested to China against another alleged violation of the border.

    Expected to last 6 weeks, the talks follow the earlier series in Peking last June and July. Heading the 7-man Chinese delegation is Asian Affairs Director at the Foreign Ministry Chang Wen-Chin. Leader of the Indian team - the eldest is only 42 - is 39-year-old Director of the Chinese Division at the Foreign Ministry Mr. J.S. Mehta.

    The talks opened with the second item of a 4-point agenda. It relates to "the basis of boundary alignments."
