Background: European heads of state reassembled this morning on the second day of their summit meeting. Last night, during a four hours working dinner, the leaders agreed to allow Roy Jenkins, president of the Common Market Commission, to represent the EEC at the Western Nations Economic summit to be held in May in London. France's Giscard D'Estaing had opposed his participation arguing that "Euopean Community Matters" would not be discussed at the May summit but the smaller EEC counties, led by the Dutch had threatened to walk but if the EEC was not represented. The agreement reached yesterday permits Jenkins to take part in these meetings that directly "involve the Community"
At the end of the meetings the Community will issue a draft urging Japan to increase imports purchases. The leaders will also urge close cooperation within the community in order to overcome the serious unemployment problems.
Yesterday the Community leaders assembled at the Campidoglio, Rome's coty hall, to celebrate the 20th anniversary of the signing od the treaty of Rome.
